Algae patent pool

The idea of an "algae patent pool" was first proposed at the 3rd annual Algae Biomass Summit held in San Diego, California. The concept of the patent pool is an agreement to cross license within a collaboration or consortium in order to deliver an invention to the public.

How do we do that with individuals, and companies trying to protect strategic interests? Possibly by making it transparent what technology is currently being developed for algae. While the information regarding patents is available it would  help if it was centralized for anyone to readily access, learn about, and possibly license.
